WebI would have expected the OrderID attribute to exist on the Autopilot Device but have a null value. Interestingly (and luckily), the OrderID attribute doesn't exist on the device until a group tag is added so creating a rule that excluded any device that has the OrderID attribute would work. This rule seemed to do the trick for us.
